The Pre-Separation Counseling Briefing is the second step in the transition process, it is mandatory for you to complete your Initial Transition Counseling prior to attendance. Of note, the briefing is congressional mandated to be completed before you separate or retire.
It can be completed as early as 36 months prior to separation/retirement but must be completed no later than 365 days prior to separation/retirement date (suggested start of 24 months prior to separation/retirement).
In fact, as soon as you take any action (MEB, applying for Palace Chase, etc.) that could result in your separation from active duty, you should complete the Pre-Separation Counseling Briefing as soon as possible. Do not wait until you have orders!
The purpose of the briefing is to ensure all separating service members are informed of the transition services and benefits available to assist you and your family members with the transition to civilian life.
During the briefing you will be walked through all the items on the Pre-separation Counseling Checklist and EForm DD Form 2648, item by item and hear about the benefits, services, programs and resources available to you.
The EForm DD Form 2648 will be emailed to you for your electronic signature. Once signed you will be cleared from this task on vMPF. You must retain your DD Form 2648 as it will be used throughout your transition process and you will not be able to complete your final out-processing appointment without it.

NOTE: You are REQUIRED to register for ebenefits before attending your Pre-Separation Counseling Briefing. You will need to provide proof that you have an account established on ebenefits prior to entering the room for the Pre-Separation Briefing (This proof can be in the form of a printed screen shot showing you logged in or cell phone photo of the same. If you are registering for the first time, they send you and email that you can also print.). If you do not have proof, you will need to reschedule the briefing.
Once you have completed the Pre-Separation Counseling Briefing you are eligible to register for the Transition GPS Workshop. We encourage you to register for this workshop as soon as possible to avoid delays in your separation process.
